County seat Kingman · 13,470 sq mi · 213,267 people (2020) · ADWR: Hualapai Valley INA (designated December 2022; designation under court challenge, remains in effect under an Arizona Court of Appeals stay as of July 2026)
The Hualapai Valley Groundwater Basin (Kingman area) was designated an Irrigation Non-Expansion Area at the Board of Supervisors' request; a superior court invalidated the order but the Court of Appeals stayed that judgment in June 2026, so the irrigation restrictions remain in place. Zoning districts include A-R (Agricultural Residential), R-E, R-MH and R-RV; the Treasurer accepts assignment requests for state-held liens and the Clerk of the Board runs over-the-counter tax deed sales.
